透過永續發展教育(Education for Sustainable Development, ESD)邁向實現永續發展目標(Sustainable Development Goals, SDGs)的整合推動 (ESD for 2030)是教育領域的全球趨勢。日本為「聯合國永續發展教育十年」(UNDESD)的提倡國,在ESD的推動與實踐上不遺餘力。本文透過政策面、制度面與實踐面的介紹,首先說明日本在推動ESD的體制、政策與運作,接著介紹日本在推動ESD的實踐作為與成果,最後指出下一階段在推動ESD上的發展動向,透過日本在ESD的推動經驗,提供國內推展ESD的參考。

英文摘要

Across the globe, Education for Sustainable Development (ESD) has been widely recognized as the enabler for achieving the Sustainable Development Goals. ESD is arguably at the heart of this wave of global reform agenda because education plays an essential role in overall human development and the shaping of environmental policies and practices, which can facilitate learning ecosystems for all. Of all the countries involved in this global initiative, Japan is one of the leading countries in Asia and has been committed to sharing its learnings and practices with the global communities. This article sets out to provide a review of Japan’s experiences and practices in this global movement to reform education. Specifically, the article first introduces the government organization and policy developments in Japan in regard to supporting the ESD initiative, followed by the regulations around curriculum guidelines and the implementation of ESD initiative at the local school level. Building on current achievements of Japan’s efforts around ESD, the article concludes with the next steps and actions taken towards achieving ESD for 2030.
