The roaming cats are one of the main features of Houtong. However, the influx of tourists has had an impact on the cats' lives, leading to a debate between animal welfare and tourism development. Both public discourse and previous research on Houtong cats often view animal welfare and tourism as two conflicting extremes. This paper explores how animal welfare theory and posthumanism have responded to the anxiety under the animal rights activists' accusations that the tourism industry “commodifies” animals, and the reasons we adopted a posthumanist approach. This paper applies the posthumanist emphasis on the interdependence of humans and non-humans to examine how volunteers, locals and cats take care of each other, and how the dynamic relationship between humans and cats is constantly being stabilized and destroyed. Through interviews and fieldwork, this study also exposes the deficiencies of the dichotomy between animal welfare and tourism, and argues that the human-cat relationship is not a pre-existing and static network, but a meshwork that gradually entangles different actors in the process of getting along with each other. This paper attempts to suggest the possibility of 'becoming an animal' and offers policy suggestions for stray animal management from the perspective of fostering the recognition of the interdependence between humans and nonhumans.
