2017年「都市危險及老舊建築物加速重建條例」上路後,臺灣的都市更新案件核定數量突破性成長。以臺北市為例,新條例上路至今已核定455件,僅4年的時間便超越過去19年累積的442件,成效顯著。從實務經驗發現,施政上不僅提高獎勵機制,相較於原來法規更放寬不少審核與實施限制,施予更多信任給實施者。因此,本研究採用社會資本理論和價值共創理論,觀察政府、建商和民眾的互動情形,展開說明臺灣都市更新發展的動力,圍繞著價值主張逐步重塑觀念、展開行動到確定共識,價值共創才能真正發生,而社會資本在過程中發揮橋接和綁定作用。本研究進一步提出7項推動臺灣都市更新事業發展的關鍵因素:消弭意識形態、實施適當的公權力、簡化審議流程、明確獎勵措施、引入專業團隊、鼓勵都更金融服務和案件評鑑制度。最後分別以政府、民間團體和金融機構的視角,提出實務上的建議方針。

英文摘要

The enforcement act of “Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings” was implemented in 2017. The number of cases of approvals for urban renewal keeps growing exponentially. For example, Taipei city has approved 455 cases since the central government passed the regulation four years ago. This number surpasses the cumulative number of cases over the past 19 years, which stood at a total of 442 cases. This growth represents a significant achievement. Compared to the previous administrations, the government not only enhanced the incentives, but also deregulated the process of case reviewing and implementation based on practical experiences. A lot of trust is secured through this approach. This article aims to establish the factors that support the development of urban renewal projects in Taiwan, and to examine the dynamics affecting interactions between the government, the various construction industry stakeholders, and potential buyers. Explaining the driving force of Taiwan's urban renewal and development agenda enables value co-creation, gradually reshapes concepts around value propositions, and launches actions to confirm consensus. Social capital plays a bridging and binding role during the process. This paper also indicates 7 key factors influencing the progress of urban renewal developments in Taiwan. These factors include the elimination of antiquated ideology, proper dispensation of public power, simplification of review processes, definition of the incentive measures, recommendation of professional teams, support from the financial services, and efficient utilization of case appraisal systems. Finally, the paper proposes practical advice for the government, non-governmental organizations, and financial institutions.
