iRAP為國際上廣泛應用之道路安全評估系統,根據道路實測幾何與基本流量資料,針對車輛、機車、自行車與行人等四種道路使用者,將道路安全等級簡化分為一到五個星等,其中1星等是最差,5星等是最佳,iRAP的目標是期望全世界所有的道路安全等級均能超過3星等。鑒於國內缺乏道路安全評估系統之困境,國內也無實際應用iRAP之應用分析案例,因此本研究實際應用iRAP於新竹縣竹北市文興路做為示範。透過iRAP之ViDA系統現況評估之後,再應用系統提供之改善對策,初步分析結果顯示竹北市文興路之道路安全等級,尚有不少路段低於3星等。在車流量逐年成長的竹北市中,低於3星等之路段是需要加以重視的。為了確定iRAP分析結果,將近四年車禍事件分佈與iRAP預測結果相比對,iRAP預測結果與實際車禍事件分佈路段很接近,值得做進一步評估應用,尤其系統參數需做更精準之效估,使iRAP本土化運用更能發揮於道路交通安全之改善。

英文摘要

iRAP (the International Road Assessment Programme) is the umbrella programme for Road Assessment Programmes (RAPs) worldwide. iRAP uses five stars rating to assess roads’ safety levels and expects that improving the world’s roads to a 3-star or better standard. Star Ratings are based on road inspection data and provide a simple and objective measure of the level of safety which is ‘built-in’ to the road for vehicle occupants, motorcyclists, bicyclists and pedestrians.1-star is the least safe and 5-star is the safest. In view of the lack of a road safety assessment system, and there is no case of the actual application of iRAP in Taiwan, this study actually applied iRAP as a demonstration in Wen-Xing Road, Zhubei City, Hsinchu County. After assessing the current road situation by the ViDA of iRAP, and then applying the countermeasures provided by the system, the preliminary analysis results show that the safety of many road sections of Wen-Xing Road are below 3-star. When the traffic volume is growing year by year, those road sections below 3-star need to be paid attention to. In order to determine the accuracy of iRAP prediction, we compared the results of car accidents distribution in recent four years with the results of iRAP prediction. The iRAP prediction is very close to the actual the car accidents distribution on road sections. It is worthy of further evaluation and application. In particular, the parameters of the ViDA need to be more calibrated. The localization of iRAP can be used to improve road safety.
