In accompany with the sharp increase of Build-Operate-Transfer（BOT）events lately, it indeed brings a lot of pressure to public librarianship, Hance, in order to use this instrument beforehand, the Legislative Yuan has just passed the statue & regulations of outsourcing or turnkey issues. This article attempts to discuss its impact on public libraries according to the management phenomena and due process of law. Why there are so much at gap exists between ”what should be” and “what really is”? The author of the article attempts, to illustrate it by the horizontal management of public libraries in the Taiwan area to discuss the strategic planning essence from the perspective of administrative law.
