本文首先回顧我國少年矯正學校之立法背景、歷史,歷經超過二十年,至民國110 年終於將我國原來專門收容觸法少年(刑事執行及感化教育)之少年監獄、少年輔育院,全數改制為少年矯正學校。但是改制後至今,四校仍在持續發展課程教學、教材教法,教育部少年矯正委員會對四校師資培訓之指導十分有限。過去二十多年來,困於任職於四校的工作人員未能獲得專業培訓,而造成瑣碎雜事化、麻木無感、燃燒殆盡、離職率高等現象,甚至有時發生學生衝突、霸凌、性平,以及師生管教不當事件,數度引發監察院及社會之批評。本文主要是分析四校工作人員之培訓課程問題與對策。方法上,本文先比較我國四所少年矯正學校與一般社區中學之教學、學生特質、學習評量、工作人員四種差異,並且觀察目前進入矯正學校工作人員多元來源及專業訓練,認為少年矯正學校初任教職員工(包括志工)者必須有完整的在職教育訓練培訓,需至少能有五學群課程共二十堂課,外加實習等知能,培訓課程及實習期間不少於六個月,並可由四校自辦、共同辦理或請求矯正訓練所協助等方式為之。培訓時間可視為評估自己是否適合在四校工作之「猶豫期」。因少年矯正學校是觸法少年成年前國家最後的溫柔,故其師資員工之完整培訓重要性自不待言,也只有如此,才有「一點可能」讓學生在準備好的學校教職員工身體力行中,看見國家的愛。

英文摘要

This paper reviews the history of juvenile correctional schools in the two decades in Taiwan. It was not until 2022, the four juvenile correctional schools finally replaced the juvenile prison and rehabilitation facilities. However, due to the limited resources from the Ministry of Education and Ministry of Justice, the four schools face many challenges and obstacles. One of them is their staff and faculty becoming errand running, helpless and in the end, high turnover rates. The aim of this paper is therefore to analyze the problem and propose a proper service training courses in the future. The paper compares the differences of curriculum, teaching strategies, students’ characters, faculty and staff professions, service training between juvenile correctional schools and community high schools. Given so many differences, the faculty and staff in juvenile correctional schools have to be well trained and prepared for the job. The current training program though are one or a few days short courses. It is very insufficient and unprofessional for those entry level faculty and staff. This paper recommends that 20 modules of training courses with additional at least three months internship should be given to entry-level faculty and staff before they are hired. The entry-level faculty and staff could take this training as a chance to reconsider their choice of career in juvenile correctional schools. The new training courses could be held by individual schools or collaborated with four schools or the Department of Corrections. Juvenile correctional schools are the last stop for youth with serious crimes before they turn into adults. These students need best practices and trained faculty and staff with no doubt. We must ensure the students see this tender, love and caring from the State through the practices of the faculty and staff.
