本研究主要目的是從微觀政治的觀點去觀察一所社區高中家長會的運作,探討高中校長、家長會和行政人員三方利害關係人對於家長會運作時權力衝突型態和策略探討。為了深入探究個案學校家長會推動情況之微觀政治現象,本研究係採取質性研究法,藉由訪談和觀察的資料蒐集方式,之後再進行分析與討論。研究結果顯示,訪談學校校長在經營家長會上有衝突也有合作,而家長會多少也會給行政人員帶來壓力,至於校長與行政人員大多能為了學校而克服歧見發揮合作精神。文末建議學校與家長會互動時應謹守依法行政為最高指導原則,多方爭取家長認同參與家長會;建議家長會參與而不干預;建議校長應顧及家長會及行政人員感受,不應偏頗;建議行政同仁多跟直屬上司多溝通,該求助時也要勇於發聲。

英文摘要

The main purpose of this study is to observe the operation of a community high school parents’ association from the perspective of micropolitics, and explore the power conflict patterns and strategies of the high school principal, parents’ association and administrators. In order to deeply explore the micropolitical phenomenon of the case school parents’ association promotion, this study adopts a qualitative research method, and collects data through interviews and observations, and then analyzes and discusses them. The research results show that the principal of the interviewed school has conflicts and cooperation in the management of the parents’ association, and the parents’ association will also bring pressure on the administrators to some extent. Therefore, most of the time, the principal and administrators can play a cooperative role for the sake of the school to bridge the divide. At the end of the paper, it is suggested that the school should adhere to the highest guiding principle of administration according to law when interacting with the parents’ association, and strive for parents’ approval to participate in the parents’ association. The parents’ association could provide suggestions for schools instead of interfering with the decision making. Furthermore, the principal should take into account the feelings of the parents’ association and the administrative staff, and it is important for the school leader not be biased. The administrative colleagues should communicate more with their immediate supervisors and be brave to speak out loud whenever they need help.
