海參崴港是俄羅斯在太平洋岸最大的港口,具有絕佳的天然地形優勢,除了是俄羅斯重要的海軍基地,也可能是北極航線東北亞的起始點,深具戰略地位。在俄羅斯積極推動遠東地區發展的主要措施中,「一區一港」政策和「歐亞經濟聯盟」倡議均是「向東看」的核心,再加上「冰上絲綢之路」的興起,皆是帶動海參崴港興起的新契機。征服西伯利亞是俄羅斯第一次的「轉向東」,而這樣的結果在今日烏克蘭戰爭後,俄羅斯「向東看」必然是一項不可輕忽的強大潮流,俄烏開戰後,西方對俄羅斯所進行的外交孤立和經濟制裁,比2014年克里米亞俄烏危機更加全面,俄羅斯籌劃已久的外交「突圍」,更有可能在東方,海參崴作為俄羅斯遠東地區的出入門戶,其角色與未來定位格外引人關注。

英文摘要

The Port of Vladivostok is Russia’s biggest port in the Pacific Ocean. It possesses the advantage of excellent natural terrain. In addition to being an important Russian naval base, it is also a potential starting point of future Arctic route and thus has great strategic significance. Among the main measures Russia take to actively promote the development of the Far East, the “One District, One Port” policy and the initiative of “Eurasian Economic Union” are the core of Russian “Look East” strategy. In addition, the rise of the “Ice Silk Road” also provides new opportunities to motivate the rise of the Port of Vladivostok. The conquest of Siberia is Russia's first "Turn to the East" and has definitely resulted in an important trend that cannot be ignored after the Ukrainian war. Comparing with the 2014 Crimea Russia-Ukraine crisis and economic sanctions, Russia's long-planning diplomatic "breakout" is more likely to happen in the East. As Russia's gateway to the Far East, Vladivostok's role and future position particularly attract attention in this context.
