Much of the literature about pacification in cyberspace is predicated on one idea: where there is government, there is potential for peace. This article hopes to trigger a research project on the basis of another possibility, what I shall call the ungovernmentality hypothesis: where there is less government, there is also potential for pacification. In doing so, the ungovernmentality hypothesis calls into play the politics of counter-terrorism, for which I will argue that the condition of cyber ungovernability is a condition of possibility.
