全球自2020年起因嚴重特殊傳染性肺炎(COVID-19)疫情影響,經濟受到嚴重衝擊,世界各個國家或地區政府積極提出刺激經濟或是紓困方案,以減緩經濟惡化的速度。澳洲政府為幫助國內經濟復甦,以及提高求職者的工作技能,宣布對高等教育進行重大改革,並透過「畢業生就業準備計畫」,冀為畢業生獲得未來工作所需的資格,提供更多的機會。本研究透過文獻探討,發現從畢業生就業準備計畫可以瞭解影響澳洲高等教育改革的四個主要面向,包括:一、以國家利益為目的支持大學與產業合作,優先投資符合國家利益之學科;二、強化高等教育提供者的責任;三、在優先發展領域提供學生資金;四、增加弱勢者資助名額。本研究對於有關澳洲高等教育在疫情影響下的改革作法提出建議,期提供國內高等教育政策擬定的參考。

英文摘要

The global economy has been influenced by COVID-19 pandemic since 2020, and various relief and economic stimulus packages have also been proposed by governments in different countries or areas to boost economic growth. In order to create economic recovery and improve job applicants’ professional skills, the Australian government implemented the higher education reform and the Job-ready Graduates Package (JGP) to help them develop necessary qualifications for future jobs. The study found that higher education reform in Australia has four main impacts through literature review: 1. Supporting university-industry partnerships in the national interest and prioritising investment in disciplines of national interest; 2. Strengthening the responsibilities of higher education providers; 3. Providing student funding in priority areas; 4. Increasing funding for disadvantaged people. This study aims to analyze the Australian higher education reform policy facing with the impact of the COVID-19 pandemic and provide implications for future higher education policy-making in Taiwan.
