近年來網路假新聞議題成為全球關注現象。台灣在因應網路假新聞的同時，也面臨電視新聞事實查證責任之要求與監理挑戰。事實查證原為新聞專業之核心價值，何以成為台灣媒體監理的法定要求?新聞媒體如何因應此項要求？主管機關通傳會如何執法？有何執法成效？為回答上述問題，本文將回顧電視內容監理政策，檢視我國對於電視新聞事實查證規範之立法緣起，主管機關的審查程序與審查標準。研究方法上，本文採取文獻法、比較政策研究法，希能釐清電視新聞事實查證之規範及執行情形。

In recent years, the issue of online fake news has become a global concern. While grappling with online fake news, Taiwan also faces the challenges of supervising media to ensure news stories are thoroughly verified before they are broadcast. Why has truth verification, the core value of journalism, become a statutory requirement for media supervision in Taiwan? How do news media respond to this requirement? How does the competent authority enforce the law, and what are the results of such enforcement? To answer these questions, this article will review the TV content supervision policy, examine the legislative origin of regulating TV news truth verification norms, and the review procedures and standards of the competent authority. This paper employs the literature method and comparative policy analysis to clarify the rules and implementation of truth verification by news media and regulators.
