水庫集水區治理工程其效益對象應以減砂入庫為優先,為與治山防災效益以民眾為保全對象之工程有所區別,本研究以水庫集水區健檢土砂指標為依據,建立水庫集水區短中長期治理目標。並以石門水庫為例,將集水區懸浮固體測站為控制點,劃分石門、玉峰、三光、白石及泰崗等子集水區,再利用土砂健檢指標計算得出集水區產砂熱區,並考量工程治理可行性,從中擇定治理熱區,使集水區各權責機關治理經費能投入於熱區內,並藉由懸浮固體測站資料作為減砂入庫之實質量化數據,期望此一方法能使減砂入庫效益更具體明確。

英文摘要

This study aims on using the health examination index of mud and sand in reservoir catchment to establish long-term targets of renovation. The case study is in Shimen Reservoir. Firstly we use the recent-years data of health examination index in the downstream part of reservoir to calculate its long-term value. Secondly we divide the all catchment into sub-catchments, like Shimen, Yufeng, Sanguang, Baishi and Taigang. We can get the hotspots in which produce lots of mud and sand in order to contains those hotspots into ‘Reservoir catchment area conservation implementation plan’ and to administer them. In this way, various government departments can invest budgets into those hotspots and estimate their working results by the data of suspended solids measuring station. We hope this method can more clarify the benefits of reducing sediment in reservoir for different government departments.
