本文擇要回顧COVID-19大流行以來，主流學術期刊隨著疫情的 進展所論及之公衛與經濟觀點，包括早期當醫療資源不足時的應急 分配，到後來新冠肺炎疫苗研發成功但供應不足的情況下，富國與 窮國、都市與鄉村、老年人與年輕人、有錢有權之人與弱勢族群之間 的優先分配順序、政府從事疫調所引發的隱私疑慮、不同群體的經 濟活動受到疫情不同程度的影響，以及各國從封城、限制旅行到經 濟刺激方案等面向的後續影響，特別是對環境的衝擊。最後，我們 也特別討論居家工作與居家學習的影響，以及其他相關之議題。我 們彙總這些學術觀點，特別是公平與福利的面向，並提供讀者一個 鳥瞰視角。

This paper selectively reviews the public health and economic perspectives on the COVID-19 pandemic in mainstream academic journals since the outbreak of the pandemic. We first discuss the emergency allocation of medical resources in the early stages of the pandemic, from the time when face masks, ventilators, rubbing alcohol, diagnostic reagents, oxygen and Remdesivir were insufficient, to the time when the COVID-19 vaccines were successfully developed but insufficiently supplied. We describe how vaccination priorities were allocated between rich and poor countries, urban and rural areas, elderly and young people, and advantaged and vulnerable groups as well as privacy concerns raised due to pandemic investigations conducted by governments. In addition, we discuss the varying degrees of economic impact of the pandemic on different groups of people, the environmental impacts, and the subsequent lockdowns, travel restrictions, and economic stimulus programs. Finally, we also take a look at the impact of working from home and studying from home. We summarize these academic perspectives, especially the equity and welfare aspects, and provide readers with a bird’s-eye view.
