灰色地帶行動是處於「戰爭」與「和平」之間的狀態，發動方利用「未達戰爭門檻且非傳統或非常規的武力使用」，使得被攻擊方難以決定以軍事或適切方式回應。我國主要敵人－中共，當前正是以此概念，透過低水平、不動用正規武力與逐步蠶食等行動，達到「沒有硝煙的戰爭」。中共當前正利用灰色地帶行動，以鯨吞蠶食的方式佔據並軍事化島礁。中共在南海的持續擴張，除了積極組建和強化海上民兵這個遊走於灰色地帶的非正規部隊，更於2020年年初正式通過的《海警法》，賦予海警船動用武力的權力。這將有利於其在島礁軍事化建設上的發展不受阻撓，同時也使南海區域情勢更加複雜化，對區域安全造成極大的威脅，南海主權的爭奪將會是近年國際社會的博弈指標。

The gray zone is a status between “war and peace.” The initiator adopts “non-traditional or unconventional force that has not reached the threshold of war” and makes it difficult for the attacked side to decide to respond with military or police force. The CCP, our country's main enemy, is currently employing this concept of strategy through actions such as low level, non-use of formal force, and gradual nibbling to achieve a “war without gunpowder smoke.” The CCP is utilizing the gray zone operation to occupy and militarize the artificial islands. As the CCP expands in the South China Sea continuously, they not only actively formed and strengthened an irregular force - the People's Armed Forces Maritime Militia, but also officially passed the “Maritime Police Law” (MPL) in early 2000, giving maritime police the power to use force. As a result, these operations will benefit the CCP's development of the militarized construction of artificial islands, complicate the situation in the South China Sea, and pose a great threat to regional security. The struggle for sovereignty over the South China Sea will also be an index of the game in the international community in recent years.
