自2020年新冠疫情發生，英國政府擬定運動相關政策及逐步解封的生活指引，以恢復運動活躍人口。本研究探討英國疫情前後的全民運動發展與政策變遷，並理解其對後疫情時代運動政策規劃，進以提供未來全民運動發展之參考。本文採用文件分析法，蒐集英國疫情前後的官方文件與相關學術文獻等，針對階段性政策內涵、運動參與變化、政策效益三個分析面向。結果發現，英國的全民運動政策在疫情之下的變遷特色，包括跨部會合作及快速應對、對基層運動網絡的重視，此外在每個封城階段以國家疫情防治規範為主軸，整合國家的運動參與資源，擬定相關的促進運動參與策略來恢復民眾運動參與率，並積極檢視策略實踐成效。即使受到疫情影響，活耀人口數下降至56.8%，但在策略實施後，仍可以在半年內迅速成長至64.5%，英國政府在疫後全民運動政策制定具備政策延續性，在確保妥善利用政策投資資源的同時，專注國家對於運動政策發展的長遠目標，且重視運動與身體活動對於社會發展帶來的多元效益。

Since the outbreak of Covid-19 in 2020, the UK government has developed a series of strategies to promote exercise participation and progressive decontainment guidelines at each peak and lockdown phase of the epidemic in order to restore the number of active people whose exercise and physical activity had been reduced by the epidemic. The purpose of this study is to explore the development and policy changes for promoting sport participation/physical activity in the UK, and to try to understand the implications of the planning of sports policies in the post-epidemic era in order to provide a reference for the future development of sports for all. This paper adopts a documentary analysis method to collect official documents and related academic literature before and after the epidemic in the United Kingdom, and compiles the development of sports in the UK by focusing on three aspects of analysis: The connotation of phased policies, changes in sports participation, and policy outcomes. The analysis revealed that in each phase of the lockdown/restriction, under the official regulation for the prevention and control of the epidemic, and the central and local resources were integrated to formulate relevant sport/physical activity participation policies, which rapidly restored the declining proportion of active population in the UK.
