聯合國永續發展目標(Sustainable Development Goals, SDGs)有著淑世濟民的願景,我國現行政府與學校教育機構亦大力鼓勵將SDGs融入各項活動與計畫,接軌世界全球一體的重要議題與趨勢。面對複雜的全球性挑戰及推動長期變革的需求,系統領導已被視為是促動永續發展目標的重要策略與趨勢之一。本文旨在闡述系統領導在促動永續發展的重要架構與行動指引,針對美國哈佛大學甘迺迪政府學院的重要報告進行文件與文獻分析。本文根據研究結果提出三項啟示:一、SDGs對焦的是應對複雜的全球性挑戰;二、處理複雜全球性挑戰需要系統領導的取徑;三、應用系統領導促動永續發展的實作之道。

英文摘要

The United Nations Sustainable Development Goals (SDGs) embody a vision of global prosperity. The current government and educational institutions in Taiwan have strongly encouraged the integration of SDGs into various educational activities and initiatives, aligning with important global issues and trends. Faced with complex global challenges and the need for long-term transformation, system leadership has been recognized as an important strategy and trend in advancing the SDGs. This paper aims to elucidate the essential framework and actionable guidelines of system leadership in promoting sustainable development, drawing upon document and literature analysis of a significant report from the Harvard Kennedy School. Based on the research findings, three insights are presented: (1) Sustainable Development Goals focus on addressing complex global challenges; (2) Dealing with these challenges necessitates an approach of system leadership; (3) The practical implementation of system leadership is instrumental in advancing sustainable development.
