本文主要探討「情感氛圍」的構成與影響，以及以大型公共建設進行「氛圍製造」的情感治理模式。本文透過分析象徵「南北文化平權」的「衛武營國家藝術文化中心」及「高雄流行音樂中心」，探討長期「南北失衡」的「現象」如何形成無所不在的特殊「氛圍」，以及大型文化建設如何製造並強化「區域平衡」氛圍，提升治理成效。本文的貢獻在於概念化「情感氛圍」的本質與特性，也嘗試建構「氛圍製造」的分析框架，從「情感」的角度論證大型公共建設如何進行氛圍製造，以及如何成為治理的重要手段，透過理論與實際個案的結合，具象化看不見卻具有實質影響力的「情感氛圍」，探究空間、氛圍與治理的相互關聯及影響。最後，本文也針對偏重於大型公共建設的情感治理模式所可能引發的風險提出批判與建議。

This paper examines the constitution and effects of affective atmospheres as well as the affective governance model shaped by large public infrastructures. It illuminates how large public infrastructures operate affectively and atmospherically through the production of atmospheres to enhance the efficiency and legitimacy of governance. By the case study of ‘National Kaohsiung Center for the Arts-Weiwuying‘ and ‘Kaohsiung Pop Music Center’, it unfolds the essence and strategies of affective governance, wherein public emotions and new values are now given significant consideration in both the policy agenda and the expression of spatial arrangements. It provides explicit insight into why and how the affective atmospheres of North–South divide in Taiwan can be provoked and manipulated to dominate the political orientations, intrinsic motivations, and power struggles among different stakeholders, dominating the planning logic and resource distribution in Taiwan. The main contribution of this paper is to conceptualise the nature and characteristics of affective atmospheres and construct an analytical framework to decipher how the production of atmospheres dominate public emotions and opinions. Through the critical analysis of the theoretical and empirical studies, this paper demonstrates that large public infrastructures play a crucial role in the production of affective atmospheres and the governing of affects. Finally, this paper suggests that the potential risks and challenges caused by infrastructure-led affective governance should be carefully considered.
