In a modern society where technology and industrial manufacture have become the main stream of production, how those in the traditional craft industry can break through the constraints of inadequate resources to develop their businesses while maintaining their cultural values is an important topic in both bricolage literature and traditional crafts studies. Through an in-depth case study of a traditional handcraft paper mill in Nantou Puli (Taiwan), this study investigates how the second-generation owners regenerated the business even while the industry was in decline. Using bricolage theory’s theoretical perspective of cognitive shift and resource recombination, we explore how the paper mill owners redefined, reallocated, and transformed their existing resources to transform their business and develop in the market, while maintaining the core cultural values of their craft. Through three phases of transformation, the owners were able to implement different business and product innovations with a sustainable perspective, driven from a balance of three core principles, “market ideology”, “craftmanship ideology”, and “cultural ideology”. Such a cognitive shift can be triggered from the inspiration acquired through a long-term engagement and communication with the local community and targeting customers familiar with handcrafted products. Our findings lead to the proposition of a dynamic model of cognitive shift and resource bricolage in the transformation process of traditional craft industries, which makes a significant contribution to the bricolage literature and traditional craft research, and has important practical implications.
