圖書館係知識的寶庫，各個圖書館皆蒐藏諸多圖書資訊，然為什麼「當為（應該如果）」與「存在（實際怎樣）」兩者於業界間產生偌大的差距，本文作者藉此嘗試以現行公立公共圖書館業務創新為例，進一層檢視其法制的本質，並且提出研究成果與建議，使公共圖書館經營可以創新發展。
英文摘要
A library is a jewel storage of knowledge. Every library does hold a lot of book- information. Why there are so much a gap exists between “what should be” and “what really is”? The author of the article attempts. to illustrate it by the practical event of public libraries in the Taiwan area to discuss the regulation essence from the perspective of business innovation. At final , this paper will offer research result & suggestion to innovative development of the public library administration.
