本篇文章主要在簡要探討有關臺灣地區發生嚴重特殊傳染性肺炎從政策與立法的觀點探討COVID-19疫苗接種案例引發的問題，藉實務發生之意外案件編製一個完整報告，這篇論文涵蓋兩個主要面向之爭論問題，分別為民間與政府間的疫苗觀點，新冠肺炎透過問題解決可有效掌控，作者並期待結論與建議可增進防治之正當性及合法性。

This article brief discuss issues raised by COVID-19 vaccine cases from a policy and legislative perspective . Take the practical accident event as the major subject to integrate a report.
