近二十年來，由於相關高等教育之政策修訂，輔以暢通升學管道、提供多項的就學補助措施，大大地提升了國民接受高等教育的就學意願與機會，因此我國大專畢業生人數大幅成長，高等教育人力供給亦明顯增加。唯，過量高等教育所產生的「高學歷、高失業率」的「教育性失業」問題同樣也受到社會大眾關注。是故，在高等教育擴張之餘兼顧人力低度運用、學用不相符等相關議題，更是本文關注之焦點，文末則針對高等教育未來發展之趨勢提供四點策略建議以供參考。

Within the past two decades, policy modifi cations to tertiary education
combined with widening enrollment and subsidy plans have vigorously promoted the accessibility of higher education in Taiwan. Th erefore,
the number of higher education graduates is rising sharply, which accounts for the abundant supply of tertiary workforce. However, the
manpower is not effi ciently distributed. Overeducation leads to higher
unemployment rates among the more highly educated and accordingly causes considerable concern. Th is study explores the widespread mismatch between schooling and jobs due to the expansion of higher education.
Five suggestions have been proposed, which would serve as guidelines
to a better development in the future for higher education.
