近年來，國內少子化的現況逐嚴重，人口結構越來越受到影響，因此少子化所帶來的全面衝擊，其中包含地區性的特殊教育學校，本研究之目的為初探適應體育之發展並主以拔河運動對於學校發展之現況，敘述學校實際發展現況與拔河運動導入學校課程所帶來之影響，並透過應用行動發展策略管理分析工具、可行之策略方案、策略類型，如何找出經營學校有利策略管理與轉型機會，利用現有資源與專業整合，善用校園環境設備優勢，良好教師氣氛與專業能力，增進多元學習之特色課程，且如何透過拔河運動發展對於特殊教育學校之永續經營，強化現有之課程聯結與探討如何適度地導入，除了探討學校發展現況機會與威脅、優勢與劣勢之外更重於尋求學校永續發展之方向。
