民主國家開放政府的資料已是一種趨勢,例 如從2009 年起,歐美乃至非州國家等政府,及非 政府組織如世界銀行等之Open data 網站已陸續開 放。我國行政院也於2012 通過政府開放資料方案, 而為了達成讓民眾對政府開放的資料從知到用, 讓 產業界培養對開放資料的加值能力,以創造新的服 務商業模式, 藉民間創意在應用的軟實力上快速趕 上國際,迄今已開放三萬多筆資料集。 值此大學正在推動大數據與校務研究之際,政 府所釋放出來的各種開放資料,是非常值得做為參 考的資源; 而若能將校內資料與開放資料做某種程 度的整合或連結,無疑更能拓展學校治理的視野。 資料的活化則有賴資料素養的提升,諸如對資 料的認識、分析、運用及詮釋等。在此重視資料的 時代,也是教育過程中不可忽略的一環。

英文摘要

Open government data has become a mega trend in many developing countries and its relevance is very likely to increase in the coming years. The Europe, the United States, even in some African countries and the World Bank, for example, has opened access to data since 2009. Our Executive Yuan supports the sharing of data and open access to data by releasing the government’s open data guidelines in 2012. Government open data can be used by people and lead to beneficial value added applications for innovative product development. It is believed that opening up will empower citizens with data. By making the most of private sectors’ limitless innovation, this ambitious initiative will accelerate the development of local industrial soft power and nurture with global competitiveness. Since then, more than 30,000 datasets have been opened for free public use. All kinds of datasets released by government will be a key resource for universities’ institutional research involving large data sets. A certain extent integration of institutional data and multiple government open data sources will undoubtedly expand its strategic contribution to institutional operational excellence. The data activation may depend on raising the level of data literacy, such as data understanding, analysis, application, and explanation. When entering the data-driven era, the issue of the data literacy also cannot be ignored in education process.
