中文摘要

本文旨在探討我國教育政策制定的過程。畢竟,一項政策要躍上政治舞台,成為政策焦點,期間之影響因素是多重的。本文以教育基本法制定為例,從中了解教育政策制定之相關權力運作情形。歸納出影響我國教育基本法制定之權力因素,包括:(一)民間教改團體的促進;(二)立法委員的主動重視;(三)利益團體的支持;(四)政黨競爭的催化;(五)教育部長的承諾;(六)政治的角力等。可知,影響教育政策制定因素不但是多層面且是複雜的。彼此基於利益考量而透過權力運作以影響政策之制定。

英文摘要

The main purpose of this paper is to explore how making of educational policy. After all, a policy want to be a focus point on the political stage, it must be influenced from many factors. This paper is to illustrate the Educational Basic Law which let us to realize the meaning of power from decided making. Finally, to induction some views that influence on decided making of Educational Basic Law as follows: (1) The facilitate from private educational reform group; (2) The stress from legislators; (3) The support from the profit groups; (4) The facilitate from the competence on differnet parties; (5) The promise of the educational prime minister; (6) The competence on the political stage. Above all, the factor of influence educational policy making are both multiplies and complicates. By means of different profits point view, they influence each others on educational policy making.
