本文旨在報告PC級交通路網圖的編修操作系統之研發成果。由於現階段之數位基本圖僅止於一般性用途，並未對交通道路運輸主題應用作有效地編輯，無法作爲交通運輸規劃分析之基本資料。因此，本院爲配合交通部運輸研究所之交通路網應用需求而針對全國交通路網圖檔進行發展工作。本計畫目標爲配合交通部的運輸規劃、路徑和時程分析、車輛導引、貨物運輸、車輛派遣、物流配送、都會區公共運輸等應用需求，建立全台灣五千分之一及萬分之一大比例尺之交通路網圖形資料，並完成資料之檢核、校正及精度分析，以提供一涵蓋全台灣之完善交通路網電子地圖系統，滿足相關交通建設之應用。

This paper is to report the achievements in designing and implementing PC based Electronic Road Map Processing. Due to the fact that most digital basic maps are usually for general purpose use and these maps were not edited for specific transportation application, these maps can not serve as basic data for planning and infrastruction. To meet the requirements of the institute of Transportation, the Software Engineering and Information Center of the Chung-Sheng Institute of Science and Technology has developed the transportation network map files and an electronic map processing system. The goals of this project are to match the application of transportation planning, routing and scheduling analysis, vehicle guidance, logistics, vehicle dispatching, and urban public transportation; to build up Taiwan's island-wide transportation graphical data which include two large scales, 1/5000 and 1/10000 digital basic network maps; and to complete procedures concerning the data checking, editting, and standard deviation analysis, in order to provide a Taiwan transportation network electronic map system to facilite traffic application.
