本研究旨在建構一套適合我國公立國民小學競爭力指標的系統,據以瞭解並檢核各公立國民小學的競爭力,提供各校作為加強或重視校務辦理的方向或重點,藉以提升學校教育品質,發揮學校教育效能。具體而言,研究目的有四:(1)分析我國公立國民小學競爭力指標之考量因素;(2)建構我國公立學校競爭力指標系統;(3)分析我國公立國民小學競爭力指標之集中性與一致性;(4)分析我國公立國民小學競爭力指標的重要度。為達成上述目的,本研究先作文獻分析,隨後進行焦點團體訪談法與三次德懷術問卷調查。根據研究結論,提供具體可行之建議,以供未來建構公立國民小學競爭力指標及評估公立國民小學辦學績效之參考。

英文摘要

This study is aimed to build a competitiveness index system that is suitable for public elementary schools in Taiwan, to analyze and evaluate their competitiveness, provide information for schools to address and prioritize their directions and ultimately to improve the quality and maximize the efficiency of school education. Specifically, there are four goals for the study: first, to analyze the factors of the competitiveness index system for public elementary schools in Taiwan; second, to construct the competitiveness index system for public elementary schools in Taiwan; third, to analyze the convergence and consistency of the competitiveness index system for public elementary schools in Taiwan; finally, to analyze the importance of the competitiveness index system for public elementary schools in Taiwan. To achieve four goals mentioned above, this study begins with document analysis, follows with interviews with target groups and questionnaires with Delphi Technique. And according to the results, practical recommendations are provided for future reference when constructing the competitiveness index system for public elementary schools in Taiwan and evaluating the performance of public elementary schools in Taiwan.
