高科技產業進行跨國技術策略聯盟是重要的策略選項，聯盟統治機制的分類，多以所有權結構的股權比率為基礎，劃分成股權聯盟及契約聯盟等二種。高科技通常具有複雜性及不確定性的特質，跨國技術合作關係所面臨的環境變異程度亦較大，如何設計適當的統治機制以降低風險增進成效對廠商的發展甚為重要。 本研究以台灣資訊科技產業曾經進行跨國技術策略聯盟的廠商為對象，探討技術特質對國際技術策略聯盟統治機制的影響，研究發現證實了技術的穩定性相對較低、內隱性相對較高會導致廠商偏向以權益型統治機制的模式，而產業環境的變異性及技術的不確定會導致廠商偏向以契約型統治機制的模式。

International strategic technology alliances appear to have become more important as a part of international business in the sector of high-tech industries. Using responses from 79 Taiwanese international companies in the information industry, this paper focuses on the choice that companies have in term of the governance mechanism, either through complex inter-organizational modes involving equity-sharing or contractual non-equity alliances. The empirical results show that the choice of the governance mechanism of cooperation varies with the technological characteristics of both uncertainty and complexity.
