本研究以新北市有線電視經營公用頻道為例，聚焦分析新北市公用頻道活化運用委員會成立後，如何活化公用頻道並促進社區的媒體近用，期望對未來其他縣市之系統業者經營公用頻道提出參考建議。研究方法採用對產、官、學界專家之深度訪談輔以文件分析法，做一、二手資料之相互印證，經研究分析獲得以下結論：第一，經營公用頻道需持續性培養社區民眾的媒體近用能力，並激發其對社區議題的關注；第二，需做到各區系統業者的策略聯盟，或與學校、官方單位、地方組織進行合作，爭取多元化節目來源；第三，需整合、簡化公用頻道管理機制，提昇社區民眾參與意願；第四，公用頻道應積極朝向數位轉型發展；第五，需加強民眾的著作權合理使用教育。經由上述本研究分析出之經營方針建議，可能改善公用頻道經營之既有問題，擴展以「社區近用及媒體自主」為宗旨之公共論述場域。

This research takes the public channel of New Taipei City Cable TV as an example, focusing on the analysis of activating and promoting the public channel after the establishment of New Taipei City Public Channel Activation and Utilization Committee, hoping to make suggestions for the operation of public channels in other counties or cities. The thesis uses in-depth interviews with industry, government, and academic experts. Also, it combines document analysis to explore how to promote the access to media in the community. After the analysis of this research, the following conclusions are obtained: First, the operation of public channels needs to continuously cultivate the community’s media accessibility and stimulate their attention to community issues. Second, it is necessary to achieve strategic alliances among cable TV operators in various districts, or cooperate with schools, official units, and local organizations to win program sources. Third, it is necessary to integrate and simplify the management mechanism of public channels to increase the willingness of the community to participate. Fourth, public channels should be actively developed towards digital transformation. Fifth, it is necessary to strengthen the education of the people on the fair use of copyright. Based on the mentioned above, it is hoped to improve the existing problems of operating public channels in cable TV systems.
