中文摘要
教育發展需要關心全球發展的相關議題。透過國際組織的教育發展經驗，不但可瞭解教育發展的趨勢與潮流外，更可強化自身的發展，思考教育政策規劃的方向。本文針對「聯合國閱讀素養十年計畫」做一詳盡探討與分析，並提出對我國教育政策的啟示：（1）在教育機會均等的理念下，弱勢族群的照顧是重要的議題；（2）縮短學習成就低落學生之學習落差，彰顯社會正義；（3）教育機會均等之目標不易達成；（4）政策實施應強調策略聯盟與共同合作；（5）社會、文化、政治與教育功能的發揮密不可分；（6）弭平城鄉差距是共同的課題與挑戰；（7）監控政策執行，確保教育品質提升。期望藉由與國際的接軌，以及關心全球發展的相關議題能獲得對我國教育發展的寶貴經驗。
英文摘要
It is important to care about global development issues. By learning the experiences of international, we understand development trend, strength education development, and consider the direction of policy planning. The author tries to study and analyze “United Nation Literacy Decade” in this article, and proposes inspirations to the educational policy.Expect to combine with international and care about global development, we can obtain valuable experiences.
