Promoting lifelong learning and ensuring people's right of learning are the trend of the educational developments in the developed countries around the world. The purpose is to build a society of lifelong learning. The community colleges are one of the important policies in the promotion of the lifelong learning. Throughout putting the leaning activities into practice and the public's participation, people can not only bring the connection and development of the community together, but also make the citizens to engage in policy.
