2001年6月WiMAX技術在Intel公司(Intel Corporation)的主導下成立了WiMAX Forum，並由上百家通訊領域內的上下游廠商組成，成員包含大多數的電信營運商，元件供應商和設備供應商等；藉由WiMAX Forum來推廣基於WiMAX無線網路的互通性以及相容性。以WiMAX Open
Retail Initiative為主的WiMAX Forum Certification Program在2010年5月已經完成OMA-DM伺服器的建置，以便WiMAX Forum後續的測試程序和認證工作。在整體WiMAX Open Retail Initiative中，OMA-DM扮演了關鍵的角色， 電信商可以直接透過OMA-DM的OTA預先裝置配置以及啟動新的裝置。這項功能能使得終端客戶可以在任何零售商購買他們的產品，並且在當產品加入電信網路之後能安全且自動的啟用裝置而不需要其他電信商的協助，這項服務能大大提升WiMAX產品的推廣以及可用度。本文描述工研院資通所實作之WiMAX裝置管理內的裝置啟動技術， 並期望此技術能增進國內OMA-DM開發的競爭力。

Intel Corporation took the lead to form WiMAX Forum in June, 2001 which owns hundreds of members come from different fields of communication ecosystem, such as operators, component vendors and equipment vendors. The main goal of WiMAX Forum is to promote WiMAX technology into market with better product compatibility and interoperability. WiMAX Forum has adapted OMA-DM server in May 2010 completely to accelerate IOT process and reduce technology and capital cost and also forms Open Retail Initiative project to get that achievement. OMA-DM plays an important role in Open Retail Initiative that operators can bootstrap, activate, and also provision their WiMAX products as long as customers buy their device at retails and join one of their network via OTA without additional helps. Those functionalities all increase WiMAX technology and products competitiveness. In this article it shows the implementations in WiMAX Initial Bootstrap of WiMAX Device Management in ICL, ITRI.
