水土保持是一個因應氣候變遷的一個絕佳工具，我們應該深思詳加擬定台灣的水土保持策略，讓全台灣的所有民眾與政府機關參與推動，以確保台灣環境之永續經營。本簡報先簡介ElNiño-Southern Oscillation (ENSO)、La Niña 與海洋聖嬰指標(ONI)之時頻分析結果與台灣大尺度氣候特性之關聯。再提出台灣水土保持因應極端氣候的防災策略上在未來可以有所作為之政策方向。

Soil and water conservation is a great tool for adaption and mitigation regarding climate change. We should come up with a effective and integrated soil and water conservation strategy for the private and governmental sectors of Taiwan to participate and carry out and ensuring Taiwan’s sustainable environment. This presentation briefly introduces the El Nino – Southern Oscillation (ENSO), La Nina, and the time-frequency analysis results of Oceanic Nino Index (ONI) versus Taiwan’s large-scale climate phenomena. We also propose the performable soil and water conservation strategies and policy for adapting extreme climates and mitigating hazard damages.
