本研究透過文獻探討及訪談中華台北奧會及中華民國大專院校體育總會相關人士，從成立背景及宗旨、哲學、組織架構、主要活動內容和申辦奧運與世大運條件及決定過程五個構面，探討比較圈際奧會與國際大學運動總會兩組織，並進一步對國際運動組織的運作有完整且概括的了解。此外，就居國際運動組織領導地位的國際奧會，增進對國際大學運動總會的認識，以期各界能熟悉與大專院校更有密切相關的國際大學運動總會。兩組織同藉運動賽會來完成冀求世界和平和宣揚運動價值的歷史使命。國際奧會因居世界性運動組織的領導地位，其任何一項規定影響深遠，因而較顯嚴謹而係守。國際大學運動總會除遵循奧林匹克精神外，亦重視與大學教育結合，在活動的安排較富彈性與變化。國際大學運動總會的執行委員會為實質上的決策中心，因此積極參與國際大學運動總會會務，輔以運動外交策略的應用再加上歷年我國優異成績的支援，應有助我國躍升國際體壇。

Thepurposes of this study were to compare the differences and similarities between IOC and FISU in terms of their background， aim， philosophy， organizational structure， activities， and candidature for the hosting city; to promote the understanding of the international sports organizations; to make FISU impressed and known as the reference of the authority to make the future policy. The documentary analysis method was used. Theinterview with the related officials from Chinese Taipei Olympic Committee and Chinese Taipei University Sports Federation were conducted to substantiate the findings， as follows: 1.IOC and FISU shared with the same history mission to promote world peace and sports value towards the mankind. 2. As the leader of international sports organizations， the regulations of IOC would influence too greatly to be conservative. 3. FISU not only insisted on the Olympic spirits but also the university spirits so that FISU seems to be more changeful and flexible. 4. The FISU Executive Committee was the main policy-maker than IOC. It was recommended that more attention and participation in FISU events should be involved to strengthen and upgrade the status in the international sports stage.
