新竹科學園區（竹科）自1980年成立後，今年已邁入第二十一個年頭。 細數台灣高科技產業的發展史，也都與竹科共榮共生，而竹科獨具的群聚 (Cluster)效益更將台灣科技產業推向世界舞台，展現驚人的成績。例如，台灣 爲全球第四大積體電路及資訊工業大國，而通訊和光電產業也在快速起飛當 中。如果說Silicon Valley是美國高科技產業發展的溫床，竹科則是孕育台灣 高科技產業的發展基地，1C產業更是台灣發展高科技產業成功的典範。 探討竹科模式之所以成功的原因，基本上可歸因於科學園區提供了較佳 的投資設廠環境，廠商設廠及營運所需的行政服務問題均可一次獲得解決 (One-Stop Service)。再加上台灣資本市場漸趨完善，具備技術實力的園區 高科技公司籌資管道頗爲順暢，因此吸引大批高科技業者進駐園區，更形成台 灣獨具特色的高科技產業聚集地。此外，園區優越的地理區位條件，大學及硏 究機構相鄰，服務業及社區生活相關配套設施完善，均成功地奠定技術發展與 海內、外人才進駐的優勢。惟其發展至某一程度亦出現負面效應，如何轉化並 發揮競爭優勢，是一個相當値得重視的課題。

The Hsinchu Science-based Industrial Park has paced into its 21st year since the establishment in 1980. High-tech industry development at the Hsinchu Park mirrored the development history of Taiwan's high-tech industries. The cluster effects built up at the Hsinchu Park not only nurtured the successful experience of domestic high-tech industry development but also demonstrated the Park's outstanding performance on global platform. Taiwan has so far become the fourth largest IT product manufacturer in the world and new generation of high-tech industries, e.g. telecommunication, opto-electronics, etc., are blooming up in Taiwan. If Silicon Valley nested the high-tech industries in the U.S., the Hsinchu Park cradled an outstanding high-tech Center in Taiwan. The successful experience of IC industry development in Taiwan has been peered as not only a global high-tech legend but also a model for imitation. Besides the industrial cluster effects fostered by the Hsinchu Park, necessary supporting facilities, such as superior infrastructure and investment environment, one-stop administrative services, favoring venture benefits, abundant capital investment, plentiful professional human resources, advantageous geographical location, academic organizations and research institutes in the vicinity, harmonious communities and neighborhoods, and related public services, all put an extra add to the prosperous development of the Park, which in turn solidified the foundation of domestic high-tech industry development and attracted the investment of global renowned enterprises. Despite the prosperity of the Park, negative effects appeared in recent years. Overcoming these obstacles and exerting the existing superiority become a crucial issue in the meantime.
