This paper researches information on licensed teaching applied to programming teaching and its effectiveness. Planning programs and counseling on license teaching contents according to three objectives: the teaching methods of information skills license, ability to construct information skills, development of professional expertise and stimulation of the potential ability. And within the limited teaching time, apply five teaching methods: contacts to the engine to obtain recognition, expertise and knowledge of nurturing, sharing self-achievement, repeated practice and learning quickly and inspire self-motivation, lesson plans to complete the design and conduct educational action research. Eventually the scores will be obtained by the certification exams, through questionnaires, and through the grey GN (0, N) analysis results. After the revised license information skills teaching modeorganizational charts and lesson plans teaching information skills certificates - lesson plans design table, then, it can make lesson plans more flexible in the design plan. Further research results can also be used as teaching information skills certification in teaching programming implementing viable degree assessment, and teaching activities designed to interact with the students of the techniques can also provide universities and high schools as reference for license-teaching strategies.
