The night market includes the features of tourism and leisure, dining, shopping and street performances. It not only provides night life resources to the locals and visitors, but also develops as the cultural area. In 2008, the government proposed the “Doubling Tourist Arrivals Plan,” which claimed to use the night market as the Taiwan’s features and marketed to the international. Based on the survey of Tourism Bureau toward visitor’s consumer’s trend, the tourist night market is one of the most interested spots among the visitors. Hence, each local government promotes the program actively. Due to there is no tourist night market in Changhua county, the Changhua city office held a promoting meeting of National Changhua University of Education tourist night market in early 2011. From the 1st to 6th of June, there were shopping district pilot activities on shichien road in Changhua. However, the results were not as expected. Therefore, the paper collected the successful cases of domestic tourist night markets, and then analyzed their background and experiences, including eight factors of location, size, transportation, land use, public facilities, neighborhood, close to major attractions and business types. Then these possible influence factors were analyzed by difference grades method and globalization grey relational grade. The pros and cons of six locations around Changhua central bridge were analyzed and the appropriate location of the tourist night market can be reached. According to the actual numerical analysis, Yungle street is the most appropriate area for developing tourist night market, followed by Carrefour and central bridge. The results can provide the idea of developing tourist night market in Changhua, combined with nearby business district and tourist resources to enhance the hardware and software settings to promote the tourism development in Changhua area.
