The aim of higher vocational and technical education is to develop senior applied talents who are in front line of production, practice teaching plays an important role, in order to cultivate high quality talents for communication engineering design specialty, on the basis of clear post professional ability of students, this paper builds the practice teaching system of “a line and four layers，and a line is communication engineering design ability as the main line running through, the four layers are in-class experiment, courses comprehensive training, project practice, comprehensive practice of specific project, which form a kind of progressive practice teaching system. Moreover, faculty construction, training environment, reform of teaching methods and approaches etc are also analyzed in this paper.
