全球抵制經濟動物飼養使用藥物之聲浪逐漸升高，歐盟 2006 起全面停用預防性藥物，美 國2017 年起逐漸降低使用品項與數量，臺灣 2000 年至 2016 年已停用 36 項含藥物飼 料添加物，因此動物飼料與添加劑之機能性的替代產品，需求與日遽增，臺灣飼料添加物 產學研聯盟 2015 年調查研究則顯示，50% 成員認為植物類機能性產品最具競爭力。為 此產業不斷提昇生產效益與加值，期能促進農業再生循環並藉以開發機能飼料性產品。然 而，此一做法其效益僅止於生產者成本降低，並無法提昇產品售價。故本院研發「機能飼 料標章」，為全國唯一由飼料原料端延伸至最終畜產品之證明標章，針對現有之益於動物 健康功效產品加以審視，包括有效成分、標的動物使用濃度、製程之衛生安全及產品追溯 能力等，針對畜禽飼料功效，建立產品原料、成分、規格、含量及相關功效等標準。其生 產過程之衛生安全和追溯管制，參照國際規範例如 HACCP 和產銷履歷之精神加以制訂， 並導入現場管理，建立機能性產品、配方與畜產品一體適用之認證系統，利用品牌與認證 效益，將飼料功效、農產品與消費端串連，提昇附加價值並與國際接軌。目前已有飼料添 加劑、飼料及畜產品取得標章。
英文摘要
The use of non-treatment drugs for animal production in EU has been comprehensively prohibited on 2006. Taiwan also ban 36 drug additives for feed since 2000 to 2016. Thus, to develop the alternatives for replacing drugs in animal feeds is a hot topic. The "Functional feed logo" was developed by Agricultural Technology Research Institute (ATRI) which is the first logo to mention the feed or additive contains functional component, or the functional components are fed to the animals during production. The relative studies of functional products will be reviewed including active ingredient, target animal concentration during the auditing and the production process should base on the spirit of HACCP and focus on health, safety and traceability. The establishment of raw materials, ingredients, specifications, content and related effects standard should also be provided. This action can attract the consumers who are willing to pay more to support the idea of reducing drug use in animal production. There are feed additives, feeds and animal products join this logo system.
